Recovered paper suppliers and buyers alike primarily attribute the mark-ups for ordinary grades to growing export business. Clients in the Far East had apparently purchased large amounts from Italian merchants at higher prices, bolstered by the dollar exchange rate, among other factors. A few respondents told EUWID that the gap between domestic and export prices was becoming wider and wider.

However, the majority of the municipalities do not recover the full costs of separate recyclables collections in spite of financial support from anticipated waste management fees levied on glass packaging as well as aluminium and steel cans. In Switzerland, municipal waste management costs on average CHF 129 per inhabitant and year (108 €), according to a study published by the Swiss local authority organisation Kommunale Infrastruktur / Infrastructures communales on Monday. The management of residual household waste involved the highest net cost at CHF 57 per inhabitant, while the costs of managing recyclable wastes including green wastes were significantly lower.

Under the proposal, 70 per cent of Valpak will taken over by its management and 30 per cent by the company Greenpoint Holdings S.C.A based in Luxembourg, which also owns the German "green dot” packaging waste recovery scheme Duales System Deutschland (DSD). The Valpak members will each receive up to GBP 610, which represents 2.5m GBP in total. Greenpoint had committed to investing up to GBP 2m for developing and diversifying Valpak’s services and products, the compliance scheme reported last week. Chairman Lord Deben (former Environment Secretary John Gummer), chief executive Steve Gough and finance director Philip Gale will continue to lead the business.

If member states do not comply with the Commission's warnings within a two-month deadline, the EU body may decide to refer the cases to the EU Court of Justice. In Cyprus and Greece, the Commission takes action against several landfills which operate in breach of EU legislation and constitute a serious threat to human health and the environment. France is being asked to bring the definition of packaging and packaging waste in line with the EU Packaging Directive, while Italy has not fully transposed the EU Mining Waste Directive. Germany has missed the December 2010 deadline for transposing the revised Waste Framework Directive into national law. The adoption of transposing legislation is still pending due to the failure of the German parliament's two chambers to reach agreement. A meeting of the conciliation committee is scheduled on 8 February.

more - The global recycling company Sims Metal Management (SimsMM) has acquired a 20 per cent stake in the Hong Kong-based Chiho-Tiande Group (CTG). SimsMM paid a consideration of $170 million for the holding to CTG's founder and chairman Ankong Fang and to Dutch scrap recycler Delco Participation B.V., SimsMM announced on Wednesday. CTG is reportedly the largest mixed scrap importer in China and active in the metal recycling, foundry and wholesale scrap metal brokerage business. According to SimsMM, the company entered through its Hong Kong subsidiary into a sale and purchase agreement with HWH Holdings, an affiliate of Mr Fang and Delco, to buy 167 million ordinary shares, that is, 18 per cent of the current share capital of CTG. Furthermore, Delco has offerred SimsMM the option to acquire an additional 21 million shares representing a 2 per cent stake in the next two to three years, the global recycling company reported.

The old steel scrap orders placed by Turkish mills will be dispatched in February and are drawing material to Germany's ports. Insiders said that prices for container exports to India were very favourable. New steel scrap could also be exported, sources told EUWID, with orders coming from America.

Imtech was commissioned by Finalsa S.A. at the end of 2011, the company announced last week. The plant to be built near the Polish capital will have an annual processing capacity of up to 120,000 tonnes of municipal solid waste (MSW) and will produce biogas, recyclable materials and waste-derived fuels, according to Imtech.

Prices on the spot market recorded a slight increase in the South and the West, but continued to fall in the North and the East of Germany, according to the findings of a nationwide market survey carried out by EUWID among operators of waste-to-energy incineration plants and mechanical biological treatment (MBT) plants. As in previous years, the lowest price was reported in the East, where commercial waste could be incinerated for as low as €35/tonne.Overall, the market participants expect hardly any movement in the spot market in the coming years and believe that bigger changes will occur in the treatment prices for wastes such as household waste whose management must be organised by the local public waste authority under German legislation. Various contracts in this area will run out in 2015, with the public tenders for the subsequent period expected to lead to substantial price cuts. Paper mills’ warehouses were still so well stocked that even a minor rise in demand for corrugated case material had not brought relief, either. Slow business for mills consuming sorted graphic paper for deinking meant that prices of these grades fell especially sharply. EUWID respondents suspect that recovered paper prices will continue to slide until at least the end of this year.
